Advisory Neighborhood Commissions (ANCs) consider a wide range of policies and programs affecting their neighborhoods, including traffic, parking, recreation, street improvements, liquor licenses, zoning, economic development, police protection, sanitation and trash collection, and the District’s annual budget. The position of ANC Commissioner is important for the well being of the community.

In February 2001, the DC Council Committee on Public Services conducted its regular oversight hearings of the ANC's. There were so many witnesses who showed up to complain about Leroy Thorpe that the Committee scheduled a special hearing just to hear their testimony. Committee Chair David Catania described it as "the first time in the 25 year history of ANC's that such a meeting has been called." The meeting was led by Councilmember Catania and Councilmember Adrian Fenty, and took place on the evening of March 1, 2001. Lt. Michael Smith, MPD, testified about intimidation of witnesses, obstruction of justice and destruction of property by Leroy Thorpe that he had witnessed firsthand.
